 Community newspapers are raising concerns as a shift in national and local advertising distribution threatens the resources used to cover community events and government. Raddar, a new flyer and advertising platform launched by Montreal-based TC Transcontinental, Canada’s largest printing company and the single biggest player in flyer printing and distribution in the country. With Raddar, flyers are being distributed through Canada Post as a weekly print package—a bundle of flyers, advertising and occasionally some “content” – but not local news.

Flyer revenue has long been part of what sustains community newspapers  operation. Canada Post has competed for flyers against community newspapers. Canada Post is charging as much as 40 per cent less to deliver Raddar flyers than those community newspapers that rely on Canada Post for delivery. Transcontinental announced the nationwide expansion of raddar, that combines advertising and news into, multi-page, printed flyers delivered weekly by Canada Post. The expansion, added about 6.8 million households to the 4.8 million copies already distributed weekly in Quebec and British Columbia – bringing total weekly distribution to about 11.6 million.
