UPM's pulp mill in Uruguay has started up its new Paso de los Toros pulp mill after approval from environmental authorities. The UPM  had earlier announced that its $2.72 billion eucalyptus pulp mill would grow its pulp business by more than 50%. The UPM Paso de los Toros pulp mill has an annual production capacity of 2.1 million tonnes of eucalyptus pulp. The mill represents the latest and best available technology.

It is energy efficient with minimal environmental impacts and optimized maintenance. UPM and its subcontractors will create 4,000 new jobs through the value chain, the company said.The pulp and paper maker announced the project in 2019. UPM’s largest investment in it's 150-year of history. Last year paper mill closings were almost a monthy occurrence  with Stora Enso, Canford, Island Papers,  Announcements about paper mill shutdowns has become a monthly  occurrence with Stora Enso, Canford, Island Papers, Neenah,Arjowiggins, UPM, Westrock, International Paper and Domtar had announced mill or machine shut downs in 2023.
