"Printed in Canada" rule intentionally removed from new periodical program
TORONTO—A top Department of Canadian Heritage official confirmed yesterday that the new Canada Periodical Fund does not require eligible publishers to print their magazines or newspapers in Canada, unlike previous federal programs the CPF is replacing.

Responding to a question from Dollco Printing co-owner Krista Nicholds at a magazine conference in Toronto, Scott Shortliffe said the rule was "intentionally" removed based on feedback from publishers located near the U.S. border.

Shortliffe, head of periodical policy for the Department of Canadian Heritage, said border-area publishers told his officials the rule was costing them 20% extra in printing bills. "We heard that a number of times," he said.

Since DCH is responsible for supporting publishers, not printers, the rule was removed. "If the printing industry wants support, they can talk to Industry Canada," Shortliffe said.

He added, however, that DCH is open to reinstating the rule as long as there is evidence that it will not hurt Canadian publishers.

The Canada Periodical Fund was introduced April 1 and replaces the centuries-old postal subsidy (officially called the Publications Assistance Program) and the Canada Magazine Fund. The postal subsidy required publishers to print in Canada.
